1.         INTRODUCTION

The proposed development consists of the construction of a reinforced concrete building of approximately 449m2 gross floor area including veranda.  The project consists of a multi purpose building comprising of the following: -

Crèche,

Multi purpose hall, to serve as classes, training centre, meeting place, gym, show room, entertainment areas etc. 

Kitchen

Toilet facilities

The building will be constructed over a plot of land of 1506m2 at Cité Malherbes, Curepipe and will enable the three organizations named and other community groups to carry out the various projects, which aim to bring back confidence, entrepreneurship, independence, and pride to people, who now place too much reliance on the action of the various ministries, the civil service, other public organisations, and institutions as opposed to their own initiatives and have become diffident, despondent, timid and disrespectful. The people of Cité Malherbes will be offered the chance to volunteer and engage in projects which have nothing to do with their standing in the community.  Cité Malherbes is made up of several distinct estates housing about three thousand adults and their families.  These estates built for the economically and socially more deprived sections of the population are dotted over the country.
